How can we get this to happen?

One idea:
A transparemt collection of small, limited donations to pay local, unionized, professional signature
collectors, to get the issue on the ballot.

Next important idea:
Direct democratic control of the city by the people, through online voting.
We practice direct democratic control, of anything we call community, through online self-organization and voting.
